Laybaa Hernandez, CAMS, CFE

Chief Operating Officer DolEx Dollar Express, Inc.

Ms. Hernandez has 35 years of experience in the Banking and Financial Services Industry leading support operations divisions in heavily regulated financial industries.

In 2019, as part of the Sr. Management Team led by Mario Trujillo, Ms. Hernandez participated in the sale of Money Transfer Acquisition Inc. (MTAI) though a Management-led Buyout to a Sponsor Group of 5 prominent Family Offices on 12/31/19. MTAI processes @ $5 Billion annually in various financial products in 35 US States, Puerto Rico, USVI, Spain and in over 75 countries.

Ms. Hernandez was also part of the Sr. Management Team led by Mario Trujillo which successfully completed the acquisition of DolEx Dollar Express, Inc. (“DolEx®”) and United Europhil (“Europhil”) in May of 2010. Both DolEx and Europhil are leading money transfer companies operating in the US and Spain markets, primarily serving the Mexico and Latin America corridors. This acquisition was carried out in partnership with Institutional Private Equity Investors, led by Palladium Equity Partners, Prudential, Adams Street Capital and Parish Capital.

She currently serves as Chief Operating Officer of DolEx (2010- present). In this role she oversees the company’s day-to-day operations and touches every division requiring operational oversight; leading the focus on regulatory compliance, process improvement, departmental efficiencies and cost reduction. She is directly responsible for Global Customer Support, AML/BSA Compliance, Licensing and Regulatory
Compliance, Corporate Governance, Quality Assurance, Internal audit, and Human Resources.

Prior to joining DolEx, Ms. Hernandez served as Chief Compliance Officer and Vice President of Operations at Remesas Quisqueyana, Inc. (RQI) (2007-2010) a leading money transfer company operating in the Northeast primarily serving the Dominican Republic and Latin America. At RQI Ms. Hernandez led the company’s regulatory alignment, process reengineering, revamp of on-line systems, cost reductions, created a support center in the Dominican Republic and positioned the company for growth by successfully relocating its headquarters to Atlanta, GA.

Prior to joining RQI, Ms. Hernandez served as Senior Vice President at Vigo Remittance Corp. (2002-2006) a subsidiary of the Western Union Company (WU). In this capacity, Ms. Hernandez oversaw all supporting operations including global compliance, authorized delegate on-boarding and all customer interaction divisions. She successfully integrated Vigo’s supporting operations in Florida into WU’s operating centers in Mexico and Costa Rica. During the migration of services, she drove process standardization, efficiencies and customer culture sensitivity.

Additional career highlights include the roles of Sr. Vice President of Chevy Chase Bank – Credit Card division overseeing customer care, acquisition and retention. The youngest named Operations Officer at State Street Bank and Trust Company of Boston, MA and director of Visa’s Global refund center for Travelers’ Cheques and the Visa 911 credit card program.

Ms. Hernandez is a Certified Anti- Money Laundering Specialist (CAMS) trained to detect and investigate Financial crimes and a Certified Fraud Examiner (CFE) trained to evaluate financial records for evidence of fraud or mismanagement. She is an active member of both associations ACAMS and ACFE. She currently serves on the board of Money Services Business Association (MSBA) a trade association focused on the non-bank money service industry. She is a Cuban immigrant, fully bilingual and bi-cultural. She graduated from The University of Maryland at Baltimore County with a BA in Language Arts and Linguistics and a Minor in Business Administration (Management and supporting operations).
